Hacking Problem with Real time save and cheats (greyed out)

I cant seem to get the cheats for like 90% of my games to work. I updated my ndsinfo file and my scc folder and everything. I even tried renaming the .scc and putting it in the same folder as the rom, and neither of these seem to work. Both the "Enable Cheat" and "Real Time Save" options are greyed out in the rom info. Any suggestions?
