Rebooter doesn't work with preloader...

Used Hack Remover from HBC - same message above
Went ahead and installed .27 again - preloader .27 showed hacks fine
Updated again to .28 - same issue with message above

Also, I think you got the wrong region hacks.ini. It's 289 for NTSC
