If the socket is live, and the water is above the entire socket height, it'll work as a heater.

Well, it's not the same Voltage and Resistance.
It's dangerous to touch High Voltage and Low Resistance, while High Voltage with High Resistance is potentially fatal.

If the socket is live, and the water is above the entire socket height, it'll work as a heater.

Tap water has a way lower resistance than a standard heater. It would short circuit the sockets. I would hope the circuit breaker would engage in such a case.
