Even if it were, there's no actual risk just by getting the socket wet. Of course might get rusty overtime.
If the socket is live, and the water is above the entire socket height, it'll work as a heater.
Now, touching the socked directly when it's wet might be a hazardous risk.

If the socket is live, and the water is above the entire socket height, it'll work as a heater.
Tap water has a way lower resistance than a standard heater. It would short circuit the sockets. I would hope the circuit breaker would engage in such a case.
