Is there any possible way to play the new Pokemon Uranium in N3ds?
Maybe is there any Emulator that runs .exe or anything else?
 
Impossible. If source then maybe. But impossible other than that! Only way is to remake the whole game

The game is made in RPG Maker XP. I would advise googling whether or not RPG Maker XP games can be ported to 3DS (answer is no).

Well, there could be a way to unpack, or obtain the source from it somehow (assuming it's not available from elsewhere)
But it's a bit unlikely that any of this will work. If you really want to play it on the go, get a gpd win when it comes out.

GPD ran a series of crowdfunding campaigns for the project earlier this year, started taking pre-orders in June, and plans to begin shipping GPD Win handheld gaming computers to customers in October.

Do not try to run that exe, what you should do is to decrypt the RGSSAD file,
and got the project files, run the project with a RPG MAKER XP player for 3DS
However, NOPE,there isn't such a player for 3DS.

Haha, I find it kinda funny how people are trying to adapt to this not being a run-of-the-mill ROM hack. So many questions being fielded on emulators to "wait, it's an exe"?? Not that we haven't seen this before, but still a funny little phenomenon. As to OP, no, afaik 3DS cannot run .exe files. They require Windows, and though they could be emulated, the 3DS's hardware could not handle it.
 
Get the .exe and the rgssad-archive, extract the rgssad-archive with some tools, open the extracted project with rpg-maker-xp, get the Assets and Scripts, rewrite the scripts for unity and recreate the game in Unity using RPG Map Maker Addon.
