Gaming Pokemon Sun and Moon: How to unlock IV judge

So far, I've been tried alot of things to unlock IV judge to help my breeding job but no hope.
Then I gave up and went breed like a box of Vulpix and go back to Battle Tree talk to that guys again.
Guess what. He did wake up and unlocked IV judge for me
So breed and hatch more than 20 Pokemon is the way to unlock it
atleast it worked for me

If you talk to the boy outside the battle tree, it'll give it to you :\ Are you sure that you haven't talked with him?
