Region specfic events are tied to the actual region of the 3DS or the game of the 3ds?

If it is the actual region of the 3DS then you could just region switch emunands from my understanding.

If it is the game then changing the language is the same thing right?

Those events are from your 3DS region.

If you have a Japanese 3DS and the Pokémon game in English, you will be able only to have events from Japan and the Pokémon names will be shown in English instead of Japanese (since you have the game language in English).
