What if I want to do it on my own(without using the save from 431unknown)? Is it the same step as the bolded?

If you're downloading the PKM from the event site, you don't need a save editor, just go to the thread I linked and send it to your game with the tool.

Oh stop your whining and wait for a Dump of the distribution cartridge! All of the past DS Distribution cartridges were dumped, who or what's to stop pirates from dumping this one!? (Excluding God of course!)

Just search the internet and I guarantee that you will find a dump of the distribution cartridge within a week.

No, only a small handful of distro carts were dumped. While there appear to be more, they're often hacked (you can tell because the internal name doesn't match what's actually given).

The rest of the event pokemon are PKM files ripped from saved.

It is very likely that the rom for these will be dumped.
Every past Gamestop event has had it's ROM dumped, so I wouldn't be surprised if this one was to be dumped.

BTW, where can I go to see a map of which parts of Canada the event will be in?
