I found a rom hack for red called pokemon black. I doubt it's the very one since I don't seem to be killing pokemon and it's only some sprite edits, text edits, and the boarder when you play it on lame boy just says pokemon black instead of red.

I don't see why there's a size limit when working on a ROM file, there would only be size limits if you're planning on flashing it to an actual cartridge, and even then there are expanded memory cartridges available, which is why you can get those bootleg 100-in-1 carts.
I don't know much about programming, but as long as the added code interacts correctly with the original code then there shouldn't be any sort of check procedure for file-size, right?
I'm pretty sure I've seen ROM hacks up to double the original size before, but I could be wrong.
