Reports say it's "capable of" that because it can snoop on satellite transmissions.
A quick google is showing fear, but no confirmed reports of it being used to spy on normal US citizens.

ECHELON is a system of machines set up to intercept sattelite transmissions (initially from other countries). This is something that has limited capabilities and exists in reality.

What the video is showing is a bunch of cameras all over the world IDing people by face and somehow gaining access to all of their tranmissions on each device and getting accwess to all the raw data, either text or speech recognition, ion realtime, and using keyword analysis. That's something that only exists on TV.
