When playing PAL games on an NTSC softmodded xbox is there any difference with picture quality (for example the picture being slightly stretched out). Or is it the same 1:1 conversion? Thanks.

PAL games are more colourful iirc.
Or NTSC games where more colourful, one of the two.
Other then that, most PAL games are locked to a 50 Hz refresh rate (sometimes you got the option to switch between 50 and 60 Hz)
