I have googled searched here but my specific question does not seem to be answered.

Is there any way to have WII in standby mode so that power is going to the USB ports when WC24 is off?

I have been happily charging my motes for months but since the 3.4 'scare' I deleted my wireless connection settings and turned off wiiconnect24.

I am guessing that from reading between the lines you cant. Documents state that the AMBER light signifies STANDBY with WC24 ENABLED and RED light signifies STANDBY with WC24 OFF. ( See i have searched ).

Yes, if you're under 3.4 (i.e. 3.3, 3.2 etc.) then they will NOT auto-update you, and you must still accept.
That should be stickied....
So just leave your wiiconnect24 on, it doesn't update you unless you accept.
