ROM Hack Open NDS Graphics

Does anyone know a program that allows me to view NDS graphic files with an NCGR file extension with Palette files with an NCLR file extension?

NCLR files are color palettes and NCGR files are tiles... there should also be an NSCR file somewhere to map the tiles into a full image.

For some games, alot of the NCGR files have no corresponding NSCR file. Instead the NCGR is stored as a full image.

I Have a question about the NSCR file.

I have one Tile file (NCGR), one palette file (NCLR)
And 5 map file attach to them...
I don't really know how to change them individually...

Any Clues ?
