This is completely false. Soundhax will work just fine on 9.0-11.2 after updating with a cartridge. The 3DS Sound app is on the cartridge update.
No
it
is
not.

Read 3dbrew.

Ctrl-F
"Sound-app isn't updated with gamecard-sysupdates"
https://3dbrew.org/wiki/Special:Contributions/Yellows8

This is why people who cart update from 2.1 on old3ds can't get homebrew to work.
2.1 ctrtransfer pack could be fixed to not do this, but that's another thread.

If he has a sky3ds soundhax isn't necessary anyways. He can use a game exploit.

Yikes. The holy guide needs to be updated then, because https://3ds.guide/cart-update says the following:
Cart Updates will only deliver updates to core features, such as the System Settings, Home Menu, Nintendo 3DS Sound, etc. Cart Updates will not deliver updates to Network features, such as System Transfer, Internet Browser, StreetPass Mii Plaza or eShop.

This is correct. Once on 9.0-11.2, OP can just use a game-based exploit instead of Soundhax.

OP, if you have a Sky3DS, you could try loading Cubic Ninja on it, then running that payload that searches for leftover factory titles. (We don't have the O3DS CTRAging yet AFAIK.)
