ROM Hack Question NSC_builder can't seem to add certain DLC to game

For some reason if you look at the screenshot, starting at Super Smash Bros Ultimate [Challenger Pack 6][01006A800016F007][US][v0].
I had just added the entire list to rebuild the XCI via mode 2. But it only added certain DLC. and it ignored challenger pack 6 to 11.. + ancient fighter custome.
