As far as I remember they are. Nintendo still treats games like ROMs (or did) so everything is in banks and blocks.
Alignment is one of the reason game engines often use packed asset fines so a bunch of small files don't waste ROM/optical disc space.
So 1:1 isos are 32k alligned, right? they shouldn't have problems if they are clean dumps?
