But you would need a primary exploit or another working secondary exploit to install this so they wouldn't be able to start with this.

Secondary exploits are basically useless unless you plan on selling your primary exploit game. But either way, it's nice to see that people are still finding exploits.

Just because you need a primary exploit to install doesn't mean you will own one. If a friend has a copy of freakforms deluxe, they could use it to install the exploit onto picross, and then they could use just the secondary entry point without needing to have the friend's freakyforms.
TL;DR it can be installed from a friend's copy of CN/Freakforms if you don't own a copy.
