So I want to use the Nintendo Wi-Fi USB Connector to connect my "New" Nintendo 3DS with A9LH to a computer running Windows XP in a virtual machine. This is possible on the Old 3DS, but the button to connect using the Nintendo Wi-Fi USB Connector is not present on the "New" Nintendo 3DS. For whatever reason, Nintendo removed it.

Are there any homebrew/.cia apps that I can install on my 11.0 A9LH "New" Nintendo 3DS that will allow it to connect to the internet using the Nintendo Wi-Fi USB Connector?

Well, if you go to the original DS's page on Gamefaqs, you'll find a networking guide that explains how to install generic wifi drivers for that device (it's a rebranded Realtek wifi card) and use it as an access point for any device!
