I tried using NEODSConvert w/the EXE and the neogeo.zip and samsho2.zip in the folder.
it says "missing file" when the cmd runs.
i have no idea... i used MAME roms like it says. I got these rom/zips from a very reliable torrent site.

I snuck back in after I was done
