ROM Hack Need help making translation patch

I'm interested in starting a NARUTO RPG project, but I don't know the first thing about rom hacking or creating translation patches.

Could anyone tell me what kind of programmes/experience I need to do it?
I really just wanna know if it'll be easy once I have the things I need.

I see people changing the text in games all the time on youtube, if kids can do that, then it mustn't be too hard right?
What programmes are they using to change the text?
How do people create IPS patches for GBA games so the text is changed?

Maybe they use tool made from other people...
When you got readable text to modify, everything is easy...

There is no a general program to change text in games, 'couse every game had text codified in different ways...

IPS patches can created with a program like IPSEXE that compare original game and changed game and
write in "ips files" the byte changed from the original game...
So, when you apply tha patch, the byte changed in the "modified version" are changed in the "original version"...

hmm...i don't have much to do over the summer...so i'd be willing to help this project out...i have good romhacking experience, but i haven't actually tried a full script dump and translation yet so i guess it would be fun...if you can find someone who can read japanese, i'd be willing to help with the script dumps and patching and all that tedious stuff...
