just tell us what you figured out :)
I'm curious
I dont want people to get too excited, but we may be able to use the gamepad's "fast boot menu" to bypass the system.xml file that bricks and go straight to haxchi/HBL
I have access to my GamePad, but i can't do anything, tell your friend he is fucked :P
What happens exactly when you turn on the wii u? Specifically, does it show the WiiU/Nintendo screen before the error code shows?

Don't you have to activate standby mode for this quick start menu?

I think this guy is thinking what I'm thinking, since quick start temporarly sets your default title to whatever you choose on the quick start menu it should in theory allow you to bypass this horrible brick, but ofc if you did not enable it its hopeless =(

Any form of recovery?
No there are options for those who are patient.
He had no NAND backup so hardmod ain't an option so yeah no recovery options

Not true, a backup won't be needed given enough time. boot1 or boot2 will become custom, and recovery options will be available.

It's not the movies or games downloads that I would worry about, like breaking into networks, downloading encrypted things, spying on network traffic. I have seen so many "Top Secret" seals on files when I was a kid

I was obsessed with finding UFOs, a surprising amount of US files where stashed on computers in other countries, China back in the early 90s omg sooo much
