I want to format my sd card but my pc program doesnt let me format to fat32 so any program that will let me? I heard wbsf will work but the program wont let me

The official SDFormatter or GUIFormat will do.

I got the sdformater v4.0 but no option for fat32

64gb+ cards format to exfat, not fat32.

Use guiformat, it works great. Just select 65535 or whatever in the dropdown menu (for 64kb cluster size)

Well first you do that using this program

But then I seriously suggest using emuNAND9 to reformat your SD card properly. emuNAND9 doesn't just set up SD cards, you can also use it to properly format your SD card, which is suggested for 32GB+ cards.
