Three things I would think at this time (probably all equally likely)
1) Windows explorer is a piece of junk*- kill it with a task manager and delete after this.
*jpeg, mp3 and avi files are my least favourite for this- it "opens" the files to generate a thumbnail and leaves them locked/open but I have seen it extend to everything. It is not all MS's fault though as sometimes explorer addons do the same thing- kill those as well (hijack free-
[url=http://www.emsisoft.com/en/software/download/]http://www.emsisoft.com/en/software/download/[/url] for that one). You might also point a finger at your AV software
2) You have a virus or some other nasty- go standard malware removal methods and along the way you can probably delete them.
3) Your drive is on the way out- external drives, big drives and laptop drives- bad sector controls can drop you in this. My least favourite types of drives when it comes to reliability.
If safe mode will not do it a live CD will- hiren's, bartpe and some version of linux or similar will sort you although linux might have a bit of trouble with deleting files from dying drives (conversely it is very good at pulling files from them).

Unless it's named "administrator", then it's NOT the admin account, it's a user account with some admin rights.
