Hacking little lost on wii channel creation in wbsf 3.0

Im probly going to get flamed for this but i was searching on this and could find a clear answer, with that heres my question

is there a wbfs manger that will make a channel that forces the game to ntsc (loading from hard drive)?

i have been useing wbsf manger 3.0, ive been geting the 002 error with punch out (from what i understand this is a common issue with the punch out channel) . other ntsc games (in channel form) load fine
