Japanese ds cartridge

I really like the Japanese ds cartridge and box but want to change the rom present inside to the English one , can a device like this or any other do this , as a similar device exists for gba .

as a similar device exists for gba
The only device I've ever heard of that can do something like that only works with particular rewritable carts and cannot reprogram any arbitrary off-the-shelf GBA cartridge.

The only thing vaguely similar for the 3DS is a 3DS flashcart, but those are expensive and poorly-supported.

No you cannot. The chip that the game is stored on (known as a ROM or Read Only Memory) can only be written to once. The only way to swap what game is on a cart is by literally changing the chip on the cart.
