My guess this is as fake as it gets. Wood R4 is spread via GBATemp and the site doesn't even keep up with the releases. If that site states the latest version is 1.18 while in reality the latest is 1.28 you can see that they are already 10 (!) versions behind the real thing!

The one and only source is GBATemp.net, version 1.28 is here Wood Firmwares v1.28. For the latest just keep an eye on GBAtemp & Scene News

Wood is made by YWG (Yellow Wood Goblin), he releases it here, though GBAtemp.
