You can find a unban localfriendcodeseed_b from another 3DS that wasnt banned or find one on the internet and follow a guide to put it in your 3DS. Other than that, no. Theres no other way. Good luck with public localfriendcodeseed_b. They get banned whenever Nintendo releases another ban wave due to all the other 3DSs using it
