DSOrganize can edit text files. There's also a DLDI-capable version of DSTxt but the touchscreen code isn't the greatest.

Personally I usually use DSLinux, but obviously that's not a good solution for everyone.

Unfortunately there isn't anything that sophisticated.. but DSOrganize will give you your simple text file reader/writer. Moonshell also reads them fine if thats what your after...
