I know that you can use for Cemu amiibo files to use an amiibo and for other programs you can set it on an NFC and for Splatoon can you use tcpgecko but is there a way to do this for all games? (Without to buy NFC tags)

Nope, and it's unlikely there will ever be one as most of the devs have moved on.
