Can a PAL vWii install NTSC or NTSC-J Virtual Console games or WiiWare titles?

You'd have to change the region of the WAD file first as there is no system menu patching to enable things like region free. Or alternatively launch the channels from a loader. But yes, that should work.

If you don't region-free patch the WAD, you'll end up with a banner brick, so be cautious.
