Is it possible to dump rom or header using the New 3ds?

I know the following ways to dump rom or header (or at least capture header information by dumping RAM)

- Gateway launcher.dat to dump rom (I'm assuming this doesn't work on N3ds?)

- spider3ds loadcode.dat to run RAM dump code to capture header (does spider3ds run on N3ds?)

- I suppose you could use Ninjhax to run .bin, but you need Cubic Ninja to run ninjhax right? So you couldn't have a running retail cart to dump the RAM from once ninjhax is running right?

So, is there any way to dump header from retail cart when you only have the New 3ds?
