maybe your cia has wrong region or is corrupted what game is it?

I dont think its corrupted as it has the splash screen menu thing, And the Region is Europe like my 3ds. Its Animal Crossing: Happy Home Designer

Does the cia boot without the update?

The CIA Just says on the 3DS Loading Logo but ppl on the thread replied saying installing the 2.0 update for the game fixes it but i hasnt for me I have seen about 20% of the users saying it doesnt work so im unsure what to believe.
I havent tried any others no. Working on a bandwith rn and tryna not download anything if ot needed
