Sorry i must be blind as I have looked everywhere but can't find it... can anyone point me in the direction of an installer to downgrade my wii from 4.0 to cios249? I have homebrew channel installed

Ok first off you don't downgrade to cios249. From a virgin 4.0(or 4.0 with only HBC installed) you're gonna have to downgrade IOS35 and then use wad manager 1.4 and select IOS35 to run off of to install cios_fix.wad and then you can run a cIOS installer such as the cIOS36 rev 10 installer which is a custom IOS based on IOS36 that installs TO IOS249.

Follow the offline guide (even if you have wifi) and follow the steps up to step 10 (skipping 4-8 since you already have HBC.

I do however suggest you read up more on this and try to understand what it is you're doing before you do it so you don't make an unfortunate accident and destroy your system.
