Don't worry, torrenting isn't illegal by itself, it depends on what you use it for. Nobody's going to arrest you because of that frogcert file

I know that you can get caught if you download something like movies, ebooks and other stuff. I just wasn't sure if frogcert was safe.

While in eShop, go to Menu -> Settings/Other -> Scan QR Code.

Their page for that game does look kinda cool.
By the way, it looks like the European website also has an official QR code available:
