I've heard that people somehow edit acres using png files of them, I would like to know how that would work also.

You can use this save editor (http://www.marcrobledo.com/acnl-editor/) to edit your acres I believe. Extract your save using JKSM, transfer it to your computer and upload it to the website. Also read the guidelines for modifying your save, and remember to keep a copy of it unmodified in case things don't work out.

No, not that I meant like creating editing the existing acres like cliffs and water and stuff.

The ACNL editior can do that, but changing some elements could corrupt your save!

If the editor can alter the features of an acre (the single square pieces) how do I do it?

What I mean is to edit the features of the single square pieces of land.

If I understand what your saying, you want to edit something in one specific land acre? Or the edit the acre itself?

You're able to add trees, flowers items to the map as well as move existing buildings such as your town hall, if that's what you're getting at.

EDIT: You can repleace acres with other acres but you can't change the properties of the acre, nothing can do this as far as I'm aware

Do you mean picking acres with different water arrangement? Because what I meant is by editing acre features, for example removing the tracks from a railroad acre when placed on land

Did you read the guidelines for modifying saves? You should find answers for what you can and can't do there. Also google some video guides on modifying acres with the tool as well if that doesn't satisfy your questions.

Here was a picture of a dream town last September, the river acre in the middle was a cliff instead of a river and, the middle top acre was a cliff too that would make the payer ascend when accessed via tree stump.

I have a town that rejects almost most of the guidelines and it works perfectly.

The save tool can be used to do that, yes. As I said above video guides may answer the rest of your questions.

What I mean is by inserting like stones into the acre, or making the acre become a cliff like in the dream town i visited.
