Is there any way to make an A9LH or B9S payload from a .nds? If not, is there any way that I could make a A9LH/B9S payload NDS booter?

No. In theory I suppose it might be possible to take the source code of a .NDS and make it a payload, but don't ask me how.

If you can figure out how to run a TWiLightMenu++ forwarder in a payload, then it might work as long as it's compatible with TWLMenu++. I don't know of any way to do that though.
