I need a new CPU/APU plus motherboard for $150 or less. Yes, this is nothing, but I currently have AMD Athlon 5350 and ASUS AM11-A. I wouldn't need a new motherboard if more CPUs were compatible with it.

I want something that has integrated graphics (im going to get an actual GPU in like 4 months).

I was looking at:
AMD A10-5800K 3.8GHz Quad-Core Processor
MSI FM2-A75MA-E35 Micro ATX FM2 Motherboard

Other requirements:
-CPU clock speed needs to be at least 3.5GHz
-At least 4 cores and 4 threads
-Motherboard supports AT LEAST 2 slots and 8gb of ram
-integrated graphics

Also I have a 430 watt power supply if that ever matters.

I don't think having a minimum clock speed makes any sense because it's not a reliable indicator of performance.
An Intel i7 running at 2GHz will slay an AMD A10 running at 4GHz.
If you can find something better for that price that meets all other ones, then ignore the minimum clock speed.

Honestly, I think the best place to check is your local Craigslist. Used parts work just fine and go for surprisingly cheap.
For some reason, the secondhand parts market isn't popular, so supply is overwhelmingly higher than demand, dropping prices.
I've seen a barely-used name brand 4K monitor for $400, so just keep looking until you find something nice.

2 more things:
Your 430 watt PSU will work fine for the new CPU+mobo, but adding a new GPU will probably push it over the limit. Consider this in your upgrade plans.
AMD's GPUs are fine, but their APUs and CPUs nowadays are absolutely terrible. Stay as far away from them as possible.
