hey so ive gotten to the bootstrap install and ive got to the spot where all the bootstrap files and boot files are on the sd card but the thing is this sd card doesnt have the DCIM folder and 3ds folder is this ok ?
The 3ds folder is for putting homebrew in, if you haven't added any homebrew you don't need the folder, and the dcim folder is for storing photos taken with the 3DS camera, if you haven't taken any photos you won't have that folder.

Once you have B9S you need to download this and follow the readme (Chary linked it originally): https://github.com/zoogie/2DSaver/releases/tag/v1.0

you also need boot.3dsx. it doesn't look like 9.1 contains it. it's the homebrew launcher.
The 2DSaver overwrites that I believe

i have that file already on my root but i just dont know where to put the files from the luma9.1 zip
You just need boot.firm for the root

if you put boot.firm on the ctr NAND as well (makes it possible to use the 3ds without an sd card), use godmode to do it. it will include everything including boot animation.

there's an option to copy the boot.firm in godmode settings. I can't remember what it's called. you need to boot up the system while holding select to get into godmode (as long as you have it). sd:luma/payloads

--------------------- MERGED ---------------------------

it will automatically boot into godmode with that button held down as long as you only have one payload. if you have more than one, the chain loader menu will appear where you can select godmode.

@Quantumcat , I don't know what you mean, but the godmode method will take care of everything including boot animations. if you were to use say the updater, it would just download the boot.firm to the ctrNAND and nothing else. he needs boot.firm in the ctrNAND or the system won't boot up with no sd card inserted.

what you have looks very nice and clean. a pet peeve of mine is having unnecessary clutter, so I went through the last page of that guide again to see what's changed. a lot had since last time I used it. I did the same thing with the vita. :D
