I'm trying to find everything that I need for a new build. I need to find a motherboard, CPU, and a PSU. Here's what I found so far: (For the CPU, I would prefer at least 4 cores.)

RAM
GPU
CAPTURE CARD
HDD

The reason I'm putting together this build is so that I can play newer games like Dragon Ball Xenoverse 2.

Use PC Partpicker. That will help ensure the parts are compatible.

I'm big fan of Ryzen CPUs in terms of cost to performance. I'm still rocking my 1600. Get a SSD.

I'd swap out that GPU. The GTX1060 3GB is not going to last you all that long. I have the GTX1060 6GB and I'm looking at replacing it ahead of next-gen. The AMD RX 580 8Gb is meant to be pretty solid for the here and now and can be found cheaper than the 1060.

I forgot to state that I use two screens. My main screen is 1920x1080 60Hz, while my Secondary Screen is 1360x768 60Hz. I use my secondary screen as my main because it is larger in physical size.
Get a SSD.
I would, but I prefer HDD's for their longevity. I have an 8+ year old hdd in one of my old computers that still works. I can get an SSD for my games to be installed on, but I will still prefer my OS to be on an HDD.
But we need to know your budget
I don't have a budget. As of right now, I'm just trying to get together a plan. When I'm finished with said plan, I can work out my budget then. I just have 20 dollars, but that's for ripping the bios from my PS2, which doesn't have to do with this.

I say keep an SSD for your OS. HDD's can last longer, but since they have moving parts they're more likely to fail. After 4 years I've only lost 10% of my SSD's lifespan.

The Ryzen 3600+B450+GTX1660ti/RTX2060 combo will probably play 1080p games for a long time. Although if you don't need a pc right now, you can wait for Ryzen 4000 and the next gen gpus that should be released by the end of the year or earlier.

I'll actually be doing 720p gaming, since my
Also, I do lots of drive-intensive things. I have 4 HDDs total right now. I'm using 2 as a striped drive; together they hold 422 Gigabytes of files. 263 Gigabytes of Youtube related stuff, like recordings and exported videos. Another 121 Gigabytes for my Steam Library, and the rest are miscellaneous files.

Okay, seems like a 1660 Super and Ryzen 5 3600 seem good enough for your work.

Thats good, because thats all I really want. I use USB Audio and have a good (and old) sound system that works perfectly, so I'm all fine there.

Also, this is what I meant to say:
