Hardware How to transfer Mii and Streetpass data without Transfer Tool?

Hi! I acquired a 3DS XL and would like to transfer all my Mii and Streetpass characters from my old 3DS that I have come across but Don't want to use the transfer tool Nintendo Provides as they force me to "upgrade" that would lose my gateway compatibility if I got one (clever bastards) any way how to get around this? thanks

It can spoof firmware so you can play games that need higher firmware on lower firmware but it can't spoof Nintendo's Online System.
The Data Transfer Tool needs a connection with the 3DS and their server.
