No, the only signed requests are IVS requests for Register, Unregister, GetAccountProfile (that I know of)

Simply to spoof eShop access on my sysnand (which I can flash 8.1J linked, 9.2J unlinked, and (hopefully) 9.2J linked, and 9.5J) and move newly downloaded stuff to my 9.5J emunand. I'm at a loss at how to go about doing this.

That's complex, I should write a tutorial soon, but not now.

Not sure if this is Spoof specific but I cant seem to download the pokemon Omega ruby Update I get
Error code 007-2999 though I was able to get all the other updates. Also on a side note I'm able to "redownload" Legit CIA's ive installed to my Sysnand using BigBlueMenu. Does this mean if I get another 3DS sign into my NNID I can download them again or is it just because the ticket for those title is on my Nand?

Just because of the ticket.
For ORAS, delete any prior update and retry.

Thats the thing I don't have the update on my SD or any partial data of a previous attempt I think its because of the amount of people trying to get that update but that wouldn't make much sense seeing as I was able to get the Alpha Sapphire update just fine and Rumble World

First, download devkitPro.
Install it.
Open a command prompt.
Go into the folder where is the makefile.
Type make.
Done!

I don't know what titles in other regions would prevent register from working. My guess is that every region has its own swapnote.

On my EUR N3DS, swapnote isn't installed. (But perhaps the Tomadochi Life Demo would block?)

Old games, updates and demos can be downloaded from the eshop perfectly.
New games can't be downloaded. I've been trying to download MH4U after buying it, but I can't. It stays stuck at 0%.

Download now > It stays at 0%> Error Code: 007-2913.
If I select download later then close the N3DS, it won't move above 0%.
If I go to the eshop and select redownload>download now, it stays a 0% > Error Code: 007-2913.
If I select download latter > open the gift icon > (Y) download now > you must perform a system update.

I already tried stopping the download from the home menu (deleting it) then trying again, and using a different microSD.

What can I do?

That's not really helping. I already tried a different internet connection and the new game is the only one with problems. I can literally redownload everything else, even "big" games like PKMN X.
