If there are no cheats in whatever program that is, or indeed cheats for the program in general (for emulated code the area the code is being emulated in tends to be predictable at some level, that is to say make a 3ds cheat but find where the GBA's RAM is stored during the 3ds emulation of it) then as mentioned hardpatching a cheat is the way forward.

Patch your GBA ROM with a cheat (assuming you have one, if not then https://web.archive.org/web/20080309104350/http://etk.scener.org/?op=tutorial is my usual guide to cheat making, flanked with https://doc.kodewerx.org/hacking_gba.html for GBA specifics) and inject that in instead. Should not need a tutorial and be fairly straightforward.
