Use 3DNUS, put the version (11.2.0-35) in the title ID field and USA in the version field, select Old/New 3DS and click download.

To change the secure a (sometimes B in Japan) open godmode9 and navigate to the file and open in hex. Goto line 0100 and change the fist bit from 00 to 01
