Did you try hactool, that decrypts Nintendo Content Archives if you have keys.

You can get the decryption keys from a NAND dump, or search around the web for them.

An IStorage is just a RomFS. It's easy to generate it from an NCA with hactool (--romfs=).i found this post wanting to convert xci to istorage, but is there a way to do the opposite.
