I have an .istorage of it and have decrypted and extracted files from it myself. So, yes, it exists.

You don't. What you do is download the PROPER release of the same game, which is an xci.

An IStorage is just a RomFS. It's easy to generate it from an NCA with hactool (--romfs=).
However it's not possible to generate an NCA from a RomFS, since NCA's are signed with Nintendo's private key(s?), that we don't have access to.
The fathest you could go is to repack everything and leave the 0x200 first bytes blank. But there is no tool that I know of that does this.
