There's no Nintendo VIP and so star system in portugal. The console doesn't even ask you to link a VIP account to your console.
Yeah, very few of my GC games came with Star Points, only those I ordered from foreign websites.
But I have 4000 points in my account. That's because in both my Nintendo account and my Wii Shop Channel account, I live in the UK.
