ROM Hack HG/SS fix for EDGE users

Since all HGSS threads are currently locked I've decided to create this just to let you all know that EDGE OS v1.9 has been released today featuring fix for HGSS Pokemon games.

I don't own EDGE myself but if anyone does, it would be nice to check if they really work and update the sticky topic.

I have an Edge card and I can confirm that this works. Already at the 6th badge, playing consecutively for 5hrs and still no freezing occurred. This update is roughly the same as the recent beta firmwares that was released by CycloDS.

* Fix for file time stamp issue
* Fix for "argv" information passed to homebrew software
* Fixed save size for 4323, 4568
* Experimental game compatibility fix for 4747, 4748
