Homebrew Help regarding FE DLC

So, I'm in somewhat of a bind. I'm also not sure where I should be asking this, but I think I saw some similar questions floating around here, so here I am. If this isn't the correct place, I apologize.

Just some info if this may be the cause of my issue: My 3DS is from the US, while I'm currently living in Europe and my copy of FE:Shadows of Valentia is thus EUR, while Awakening is US.

Just this morning, I managed to install the DLC for FE:Awakening without issue. It worked, and I managed to play it. Worked fine.

So I tried the same with FE:Echoes. I downloaded FE:Echos' DLC, put it into the root of my SD card, went into FBI and installed and deleted the CIA.

So I head into Shadows of Valentia to try and test the DLC and... it isn't there. Odd. Now my Echoes keeps asking me for an update when I launch it, and I presume the download I keep doing is the US download, which doesn't work on my EUR version. Do I need the update to use the DLC? I'm not sure where to get it at this point.

So I figure: I'll go and re-test FE:Awakenings' DLC. And it's gone.

So my question is: Should I install and KEEP the Cias for DLC? I mean, considering I can't use it on my Awakening, it seems pretty clear that I should, but.. I'm a complete novice when it comes to this.

And how can I get the update? I feel like it's going to be an issue down the road if I decide to purchase more games here. Up to this point, I've just been content with importing games via Play-asia, which means I've barely been purchasing games in the past 5 years haha...


EDIT: I've found and installed the update. Alas, the DLC is still not working. There goes my hope of that being the cause. Still, something else must be the reason, so if anyone has any ideas, I'm willing to listen and try them out.
