Hacking help needed with video set-up in nintendo ds

According to "Videos + Moonshell + BatchDPG Guide by Bernie Yee", i am supposed to "...open up the second link (it's the file with an .exe extension). It's a self-extracting installation file, so pick a path to wherever you want BatchDPG installed. I used the default path. And once that is done installing, open up the first link, and extract that BatchDPG.exe to wherever you just installed BatchDPG and overwrite the old file. If you updated BatchDPG correctly, it'll say BatchDPG v1.3 Beta 4.5 when you open up BatchDPG."

I am quite confused here. What does he mean by the first link and second link?
I cant find the self-extraction installation file. I clicked on all the icons, some merely just show a MSDOS box for awhile and then disappear quickly.

Forget about all the talks about links. If you want to get the conversion of your videos going, do this:

1) Download and install Avisynth

2) Download and install BatchDPG

3) Make sure you have the necessary codecs and have .NET framework installed

4) Refer to the guide for the rest of the instructions
