Help a Fellow temper Please!

Hey there guys, Im finishing up my last few summer classes, and I have a ton of work on my plate.
I know a lot of you are great with Graphics and image work. I have a simple task I was wondering if I can get help on?

Can anyone take a picture of this flag. and animate it somehow into a moving .GIF?

Here's two, one with just the mask and one with a 1 or 2 px stroke of blue around the edges to sharpen it up. both have transparent backgrounds so you can dump them on anything without worrying about a bounding box.
