The problem is the reason
why people use various substances. Like anything else, weed or recreational opiates can be just that, recreation, or they can become a dangerous addiction, all depending on your
real reason to take them.
There is such a thing as a gambling addiction, a shopping addiction, a web addiction, gaming addiction in general, MMORPG addiction in particular, a text messaging addiction; eating disorders, TV addiction, porn addiction, anything. While some people do these things for fun, some people use those things to escape real life (that's why they're called escapist activities), to avoid facing problems they have, don't admit they have, or don't even realize they have. So they occupy their mind and senses with some random activity, or drink, or drugs, to literally
take their mind off things.
That leads to real addiction.
All the other problems stem from there. Get addicted to
anything and you'll hurt both yourself and those around you. And (most) drugs don't lead to mental problems (except for depression that you get when you realize you're addicted to drugs and your life is a ruin, but that's something different). Those problems were always there, lurking, and it was probably those problems that led you overboard with drugs or other "occupations" and get yourself addicted, not the other way around.
The point is, you can't demonize just drugs or alcohol for creating addictions, because you can get addicted to many things, and mess up your life, and ruin your health, and hurt those around you, and the real problem lies in your head.
